Disaster Risk Reduction DRR has evolved as a major area among the international community to prevent, mitigate and prepare for risks such as natural hazards or pandemics. Risk factors are often linked to weak governance and lack of the security sector to manage a crisis.

M itigation — actions taken to prevent or reduce the risk to life, property, social and economic activities, and natural resources from natural hazards — is central to the Decade initiative. Awareness, education, preparedness, and prediction and warning systems can reduce the disruptive impacts of a natural disaster on communities.

Natural disasters like typhoons and earthquakes are now frequently occurring in the country. The Philippine government had increased its efforts to implement the disaster risk reduction management DRRM program as its answer to the frequent occurrence. It focused on the flood and landslide-prone barangays of Laur, Nueva Ecija. The study used as a research tool the Checklist of Disaster Preparedness divided into four thematic areas namely; a Disaster Prevention and Mitigation, b Disaster Preparedness, c Disaster Response, and d Disaster Rehabilitation and Recovery. The study showed the need for periodic evaluation of the effectiveness of Barangay Disaster Risk Reduction and Management Committees DRRMCs and to set the standard of performance not only for the purpose of policy evaluation but also for measuring community involvement in disaster risk reduction. Results showed that BDRRMCs will be most effective if they are performing their functions and as prescribed by law, they should give priorities to all thematic areas, especially prevention and mitigation, and disaster preparedness to achieve the goals and objectives of RA Villanueva and Paquito M.

Disasters affect millions of people annually, causing large numbers of fatalities, detrimental economic impact and the displacement of communities. Policy-makers, researchers and industry professionals are regularly faced with these consequences and therefore require tools to assess the potential impacts and provide sustainable solutions, often with only very limited information. This analysis technique combines quantitative and statistical methods to identify these trends, assess quality and measure development. There were some surprising omissions, such as Africa, which did not feature in a single paper. Finally, research is appearing to take a reactive rather than proactive approach to disaster management planning, but the merit of this approach is questionable.

Emergency management is the organization and management of the resources and responsibilities for dealing with all humanitarian aspects of emergencies preparedness, response, mitigation, and recovery. The aim is to reduce the harmful effects of all hazards, including disasters. The World Health Organization defines an emergency as the state in which normal procedures are interrupted, and immediate measures management need to be taken to prevent it from becoming a disaster, which is even harder to recover from. Disaster management is a related term but should not be equated to emergency management. Emergency planning is a discipline of urban planning and design ; it aims to prevent emergencies from occurring, and failing that, initiates an efficient action plan to mitigate the results and effects of any emergencies.
